The Washington County Water Conservancy District (WCWCD) was established in 1962 to provide wholesale water to municipalities in the County. The WCWCD completes “take or pay” contracts under which participating municipalities are obligated to purchase a quantity of water at a pricesufficient to provide for the WCWCD’s financing and operating costs associated with the water projects being paid for. In 2006, the WCWCD added a new contract to implement a regional approach to providing water to its municipal customers. The Regional Water Supply Agreem ent (RWSA) established a capital facilities plan that provides for the acquisition and construction of water resources to serve new growth, provides for the capital costs of such facilities to be paid for primarily with impact fees and provides for the users to pay their respective shares of the operation, maintenance, repair and replacement costs of such facilities through water rates.
WCWCD has always and continues to implement a water pricing schedule that encourages conservation.
