Mr. Rankin's practice area is focused on serving the specific legal needs of the energy industry by providing strategic counsel on environmental and natural resources compliance, permitting, administrative appeals and complex litigation.  He has significant experience guiding oil and gas clients through state and federal administrative and regulatory matters relating to all aspects of exploration, drilling, and development. He regularly appears on behalf of clients before state and federal administrative agencies and courts. His litigation experience focuses on commercial disputes and claims involving royalty underpayment and gas marketing and valuation relating to the production of natural gas and carbon dioxide, usually in the context of class action lawsuits in federal and state courts. He also practices before the Interior Board of Land Appeals on behalf of natural resources clients, challenging Bureau of Land Management orders and Office of Natural Resources Revenue assessments for underpayment of federal royalty.

Mr. Rankin has extensive experience navigating New Mexico's complex water rights permitting issues, including the adjudication of water rights and Indian water rights settlements. He counsels natural resources clients on water development strategies and challenges, including regulatory and procedural matters.
