Caitlin’s first dabble in water law focused on harmonizing water quality management with agricultural use in Washington. Caitlin worked with Washington Farm Bureau Attorneys as they participated in the Washington Department of Ecology’s advisory board for the creation of Best Management Practices for agricultural nonpoint source water pollution.

Tom Hicks (Cal. Bar No: 238545) is a San Francisco-based water rights attorney and graduate of the University of San Francisco School of Law.

Laura’s practice includes water rights acquisitions, sales, contracts, easements, well share and water delivery agreements, adjudications, permitting, extensions, transfers, certification, regulatory compliance and litigation of water rights disputes before state administrative bodies as well as State and Federal trial and appellate courts.

Therese Ure completed factual investigations related to civil and administrative matters; drafted and edited documents; prepared trial exhibits; prepared for and undertook client interviews; drafted state and federal agency requests; prepared for and completed witness identification and preliminary interviews; prepared discovery requests; organized production requests and responses; completed simple legal research; and assisted attorneys in all aspects of hearing and trial.
